UPCEA, the online and professional education association, today released a new guidebook designed to help colleges and universities strengthen employer partnerships and build institutional capacity for workforce-aligned credential innovation. Developed through a multi-year grant-funded initiative, Expanding Institutional Capacity for Employer Engagement in Credential Innovation provides higher education leaders with practical frameworks, implementation tools, and practitioner-informed strategies for advancing University-to-Business (U2B) engagement.
The guidebook builds on UPCEA’s ongoing multi-year credential innovation initiative focused on accelerating the development and delivery of workforce-responsive, noncredit credentials and skills-based learning pathways. While earlier phases of the initiative explored business and program models for alternative credentials and documented promising institutional practices, this latest publication focuses specifically on employer engagement as a critical driver of sustainable credential innovation.
Grounded in UPCEA’s Hallmarks of Excellence in Credential Innovation, the guidebook introduces the U2B Design Framework, which integrates human-centered design principles with employer engagement practices to help institutions research workforce needs, identify employer partners, prototype credentials, and continuously iterate based on feedback and labor market demand.
“The future of credential innovation depends on higher education’s ability to collaborate more intentionally and strategically with employers,” said Amy Heitzman, UPCEA Deputy CEO and Chief Learning Officer. “This guidebook provides institutions with practical, field-tested approaches for building stronger employer partnerships, developing workforce-aligned credentials, and creating more responsive learning ecosystems that support both learners and industry.”
Developed through a practitioner-led model, the initiative engaged Peer Learning Leaders from diverse institutional and employer contexts who co-designed frameworks, facilitated mentorship activities, and contributed to a pilot professional learning course focused on employer-centered credential strategy. The collaborative approach ensured the guidebook reflects the realities of institutional complexity, regional workforce variation, and the practical challenges of building sustainable employer partnerships in higher education.
“What makes this work especially valuable is that it was developed by practitioners actively navigating employer engagement, credential strategy, and institutional change in real time,” said Heitzman. “The frameworks, tools, and lessons shared in this guidebook are designed to help institutions move from intention to action in building more responsive and sustainable workforce partnerships.”
The guidebook is intended for leaders and practitioners across online and professional continuing education; workforce development and employer partnership teams; academic innovators; credential strategists; and institutional leaders working to strengthen workforce partnerships and expand skills-based learning opportunities.
