School officials say that drops in enrollment and state aid are forcing them into tuition increases. One example: Youngstown State University has a 2.4% increase planned following a three-year period of declining enrollment—a 12% decrease, declining revenue—down $12 million, and declining state aid-down $9 million. Under Ohio law, state-funded colleges aren’t allowed to hike tuition by more than 2% or $188 a year, whichever is higher.
