The report from the Institute on College Access & Success also shows the top 10 states with the highest average debt per student in the Class of 2013 and the top 10 for the lowest averages. New Hampshire had the highest average at $32,795, followed by Delaware, Pennsylvania, Rhode Island and Minnesota. The lowest average was in New Mexico at $18,656, followed by California, Nevada, Washington, D.C., and Oklahoma.
